It is named after Barbara Dex, who represented Belgium in the <a href=\"https:\/\/songfestival.be\/en\/geschiedenis\/1993-millstreet-finale\/\" target=\"_blank\">1993 contest<\/a> wearing a self-made, unappealing dress.
